Out in a city park, an old knotted oak tree stands handsomely, bearing a small placard that reads: A GIFT FROM THE CITY OF DUBLIN, IRELAND, OUR SISTER CITY, March 19, 1894. Four drunk TEENAGERS are celebrating St. Patrick's Day by drinking green beer at this same park. One of the girls in the group finds a four leaf clover at the tree's base. The other girl finds another, and another. It turns out that all of the shamrocks surrounding the base of the tree are four leaf clovers. The teenagers pick every last one. When they're done, they comment on what great luck they're going to have. The tree suddenly cracks in half. Out steps a Leprechaun. "Your luck just ran out," he squeals. He dispenses with the four teenagers and runs off into the city. A carnival poster announces the arrival of the Shaugnessy Brothers' Carnival in town. In big bold letters, it promises a POT O'GOLD to anyone who can ring the bell. With a gleam in his eye, the greedy Leprechaun goes off to claim his gold.

JACKIE O'DAY, a fourteen year old troubled youth, lives and works with his single mom, MARGARET O'DAY at SHAUGNESSY BROTHERS CARNIVAL. It's not a great life, but it's a living, and they don't really have much else.

Every St. Patty's Day, the carnival pulls out all the stops, filling the grounds of some city's empty lot with green beer, shamrock balloons, and little people dressed as leprechauns. To entice the locals into the carnival, posters promise a POT O'GOLD to anyone who can ring the bell three times. (Of course Shaugnessy has rigged the traditional carnival game so that no one but the BARKER can do it.)

The carnival owner, Shaugnessy, a slimy, sweaty brute of a guy, has the hots for Jackie's mom. When he gets drunk, he even knocks her around some. The mother wishes she could take herself and her son away from this world of the carnival, but she only knows the carny life and doesn't really see a way out of this situation. After all, Shaugnessy provides a living, even if he is an asshole.

Jackie dreams of better things too. He wants to take mom away from this crummy life and from the slob that beats her up. Jackie's tried to confront Shaugnessy one on one, but he's always ended up with a black eye, sometimes worse.

So, the answer seems clear. There's one way out: steal Shaugnessy's pot o'gold (worth about $10,000) and bolt. He asks his girlfriend, ALIX, an attractive fourteen year old homeless runaway who's been brought into the carnival fold, to help out. Together they plan a heist.

But Jackie's not the only one that wants the pot o'gold. The Leprechaun, true to his miserly, greedy ways, wants that prize with a vengeance.

Within the St. Patrick's Day festivities, surrounded by other little people dressed as leprechauns, our villain Leprechaun moves without being noticed. Everyone thinks he's just another hired little person in a costume. The Leprechaun comes to the pot o'gold bell stand. Although Shaugnessy has rigged the game, so that anyone swinging the hammer can ring the bell no more than twice, the Leprechaun rings the bell three times and demands his pot o'gold.

Shaugnessy takes the Leprechaun back to his trailer to get rid of him, but the Leprechaun is more than he bargained for. Soon, Shaugnessy's begging for mercy and complying to the Leprechaun's demand for his gold. Shaugnessy goes to the safe, but finds that the pot o'gold is gone. Jackie and Alix have already stolen it. The Leprechaun, angered, kills Shaugnessy. He finds a clue: Alix dropped her shamrock earring during the robbery. The Leprechaun concludes that whoever owns its match, is the culprit. He goes off to find the young thieves.

Jackie and Alix, in fact, have the gold, but they cannot leave the park. A GANG of city kids, who Jackie conned at a stand earlier, have come back to bust him up. Jackie and Alix elude the gang until closing. But once the other carnies, including Jackie's mom, leave to the local flea bitten hotel nearby for the night, Jackie and Alix are trapped within the carnival grounds with the gang bangers and the money hungry Leprechaun.

At first, the gang members corner Jackie and Alix, to teach them a lesson. But our heroes get the best of the gang members. When they try to escape, however, they find that the chainlink fence around the carnival grounds has been electrified. All the teens are trapped inside and they must confront the Leprechaun.

Using all the rides, stands and St. Patrick's Day paraphernalia, the Leprechaun dispenses with the gang members one by one as he searches for the boy with the pot o'gold. The Leprechaun uses different voices and can also change himself into mist to allow him entrance through small openings (i.e. keyholes, under doors, etc.). But most importantly, the Leprechaun loves practical jokes. The only problem is, his practical jokes are deadly.

In the end, it's down to the gang leader, ICE PICK, Jackie and Alix. Our heroes know that the Leprechaun will never release them, even if they return the gold. So, they decide that their only way out is to destroy the evil Leprechaun. They entice him with the pot o'gold and lead him to the ferris wheel, where Jackie has set a trap for the scoundrel.

The Leprechaun rides the ferris wheel to the top, where he finds the pot o'gold. Laughing and doing a jig in the ferris wheel basket, he exclaims, "It's me pot o'gold. I'm on top o' the world, ma! I'm on top o' the world!" When the Leprechaun lifts the pot, he realizes he's been had. KABOOM!!! Jackie rigged the pot with some carnival fireworks. The Leprechaun is blown to kingdom come atop the ferris wheel. The gold pieces shower our heroes and they leave rich, and free of the carny life forever.
